Those who are Non-Japanese and meet certain requirements can claim a lump-sum withdrawal payment of National Pension/Employees Pension through a Labor and Social Security Attorney.
Those eligible for a lump sump withdrawal:
✔️ You are not a Japanese citizen.
✔️ You are not a resident in Japan.
✔️ You have coverage periods of six months or more under the EPI (Employees’ Pension Insurance) system.
✔️ You are not eligible for Old-age Employees’ Pension period (EPI coverage period is less that 10 years)
✔️ You have never been entitled to receive a pension (including disability allowance)
✔️ Those who do not have an address in Japan, and file an application within 2 years after becoming a non-resident.
✔️ Those who are not subject to any foreign law designed to provide a benefit plan equivalent to that provided by the Japanese Pension System.
Reminder:
- Those who have joined the public pension system for more than 10 years (120 months) are not entitled to lump-sum withdrawal payment.
- You can apply for income tax from pension lump-sum withdrawal payment within 5 years (valid until the 5th fiscal year ) since the date you have received the lump sum withdrawal payment.
Claiming pension withdrawal lump-sum payment
If you are planning on leaving Japan permanently, you have two options regarding your pension.
(1) Totalization
With this option, citizens from certain countries can add the time they've contributed to the Japanese pension scheme to that of their own country. The agreements between Japan and each country differ from place to place. Therefore, if you are interested in this option, it is best to speak with your consulate.
(2) To claim pension withdrawal Lump-Sum payment:
If you wish to claim a pension withdrawal lump-sum payment, you can get the pension premiums you paid into the pension scheme in Japan for the last 5 years reimbursed after leaving Japan. If you use this option, you will no longer be able to regain the pension enrollment period earned in Japan before the payment even if you plan to receive pension benefits in Japan in the future. If you are interested in receiving a lump-sum payment, the detailed procedures are available below.
NOTE: You will only receive about 80% of the premiums paid into the pension scheme since the payment is subject to a taxation method called withholding income tax (about 20% of the whole amount will be deducted).
Necessary documents
If you are planning on leaving Japan permanently, you have two options regarding your pension.

(1) Photocopy of your passport
Copy of the pages showing:
- Date of your final departure from Japan
- Your name
- Date of birth
- Nationality
- Signature
- Resident status (e.g., instructor, engineer, or professor, etc.)

(2) Documents issued by your bank (e.g., a copy of your passbook, online statement, or a void cheque, etc.)
Make sure the documents include:
- Name of the bank
- Name and address of the bank branch
- Your account number
- Information to show the account holder is the claimant (yourself).
- IBAN or SWIFT/BIC code

(3) Copy of a document showing your Basic Pension Number (基礎年金番号)

(4) A copy of a deleted residence record (revision history of a residence record:
除票 johyou) or a document that shows your Resident Register Code:
- Visit the municipal office about two weeks prior to your departure to submit a moveout notice(転出届 tenshutsu todoke) to get your residency de-registered
- Right after submitting the moveout notice, apply for a residence certificate(住民票抄本 juuminhyoo shoohon) with Resident Register Code(住民票コード juuminhyoo koodo)
Germany・America・Belgium・France・Canada・Australia・Netherlands・Czech Republic・Spain・Ireland・Brazil・Switzerland・Hungary・India・Luxembourg・ Philippines・Slovakia
If these countries receive a lump sum withdrawal payment, the period will no longer be counted from the period of social insurance calculation in their home countries.
(Optional) Pension Tax Return
You can claim it within 5 years of receiving the withdrawal lump sum.
Please note that by the time Lump-Sum Withdrawal Pension is transferred to your account, a “Notice of Lump-sum Withdrawal Payment” will be sent to you by Japan Pension Office, and this document must be handed to the tax agent.
